Individual schools' sense of regional identity seems to have been key

Raycom had a well publicized plan to create a superconference mainly based on the old Metro Conference footprint. But it never gained a lot of traction for several reasons.

Penn State (assuming they were approached) apparently had no desire to be directly associated with a lot of southern schools -- to the extent that they were willing to be an outlier in a midwestern conference. West Virginia thumbed its nose at the concept (and the Mountaineers clearly identified themselves as an eastern school at that point). Several other interesting moves right around that timeframe that blew up what very well could have been a compelling league setup.
