It would have been interesting if the Big East would have allowed the BEFC
to leave in the late 90s when it came time for the teams to renewal their commitment or early 2000s when the ACC raided the Big East. It is worth noting that VT leveraged interest from the SEC in the late 90s to gain full membership in the Big East in exchange for re-committing to the BEFC.
Given that the ACC and BEFC were both viewed as "basketball-first" conferences, it is possible the contest was really which conference was the prettier football turd. Polish a turd, it is still a turd. :-)
As far as the ACC-BEFC potential merger goes, I think I would have rather seen the "football schools" form their own conference (call it Metro 2.0 for a lack of a better name) and the private schools join the ACC to keep with its "basketball-first" tradition. If that had happened, then the 2 conferences could have looked like this:

Miami
FSU
Clemson
NC State
VT
WVU
Pitt
L'ville
maybe 1 more to so the conference could play 8 conference games (even number is better than odd number)
ACC
BC
Syracuse
UMD
UVA
Wake
Duke

maybe 1 more (i.e. UConn, Temple, or Rutgers)
