Given that the schools wrote those rules via the various NCAA committees


it is safe to assume whomever the current representatives are on the committee (there are a couple who may have the authority) will be enforcing them. Remember the power conference schools are in the minority in terms of the total number of DI schools. The power conference schools can even threaten to leave the NCAA if they don't get their way and most likely the response will be "Bye. Don't let the door hit you on the way out." Both sides know that leaving the NCAA will have a huge impact on a number of non-revenue sports because the power conference schools don't have enough participating teams in those sports, so they are heavily depended upon the non-power conference schools. Also, the NCAA still owns the rights to the March Madness name which is still where a good percentage of the revenue comes from.
