I think most states used the time wisely. I think the federal gov is mixed
I know the Feds did some good stuff, and I suspect they have done some other good stuff that I'm not aware of as well. But I also know they have done some stupid/wasteful stuff and suspect they have done some other bad stuff that I'm not aware of as well.
The testing problem is a combination of the types of tests needed, the manufacturing of the tests (many come from other countries), and the procurement of tests. The PCR tests were good during the spike to see if someone was infected. But the antibody tests are the key for the long term.
To have a solid strategy for handling COVID-19 over the next few months and years, you need more data. The antibody tests provide that data to show how far it spread, and compare against those who died to see if there are trends. If the government provided free tests, I guarantee 60% of the country would take it by choice. And it will also give people comfort to go out and shop and travel and spend money.
