I'm guessing it's a mix of protecting the vulnerable while exposing those
that are young and healthy. Meaning if you're in an at risk group, you definitely need to shelter in place. Probably to a greater degree than what is being done in the US. Meanwhile, the young and healthy go out and do their best to get exposed - but they'll have a lower hospitalization rate so the hospitals don't get over-run. After that initial assault is over, the young and healthy population provides the herd immunity for the entire population.
Not saying the above is correct, but may be what they're trying to do.
