I agree with you in principle, but ...
First of all, I think younger, healthier people can start to get out, and if they are smart and responsible about it, pose no additional risk to others. Everyone understands at this point what is expected of them - some will unfortunately choose not to do it. But I also think there is this ... there are currently hundreds of thousands of Americans with compromised immune systems due to chemotherapy, disease, and any number of other causes. That was also true before Coronavirus. If I knew someone was immune-compromised I would certainly go out of my way to ensure their safety, but for the most part you just don't know. It is up to them to self-isolate and be cautious. Some of that will have to be true going forward - we can't have the entire country stop living or there will just be nothing left to come back to.
It is a difficult problem and there are no right answers unfortunately.
