Good question. It might depend on what "rules" the group agrees upon.
For example, let's assume the group agrees to pay its student-athletes for all sports a "salary" of $50k per year. This decision could turn some fans off to the point where they decide to never donate to VT athletics again. While another group of fans may be indifferent to this decision. As a result, some may decide to start donate. While the rest continue with the status quo of either donating or not donating depending on what they did prior to the decision. Then the final group may support the decision and it motivates them to either start donating or start donating again. The other rules the group agrees upon could likely have a similar response/influence.
