The problem with doing it every year is that all the participating teams
will want to ensure they play the other teams in the "league" home and away before teams are promoted/relegated. That is how the various European pro soccer leagues are able to implement the promotion/relegation system. If college football is only going to play an opponent 1 time per season, then at a minimum the promotion/relegation would have to wait to happen after the second season. If the promotion/relegation must be done every year, then you have 2 options:
1. Reduce each league/conference to 6-7 teams each so teams can play everyone home and away in the same regular season for 10 or 12 games; or
2. Extend the regular season so teams play double the number of games depending on how many teams are in each league/conference. If each league/conference has 10 teams, then the regular season would be 18 games.
