6 conferences of 7 teams each
In a 12 game season, this allows 6 conference games, 1 interconference game with each other conference, and 1 discretionary game against an FBS opponent/rival that doesn't make the cut to SPS (Semi-Professional Subdivision). This would allow for VT vs UVA, Mizzou vs Kansas, Georgia vs GT, BYU vs Utah. There really is no excuse for an $P$ team to play FCS or lower.
That makes only 42 teams in $P$. I wonder if the so-called "Academically elite" schools with smaller football fan bases wouldn't join together to form a new FBS conference. Is it time to resurrect the idea of the never realized Magnolia League? Possible membership:

GT
Baylor
TCU
Maryland
UVA
Vanderbilt
Duke
Wake Forest
Tulane
SMU
Rice
This would be a solid all-sports conference, albeit with an even further reduced emphasis on football. Similar schools left over from ACC and B1G in the north could form a similar league, call it the Tundra League:
