Valid concerns. If you look at the EFL, they have yo-yo clubs.
Clubs that fluxgate between the top two flights. For example, Fulham is currently at the top of flight 2. They are probably better than the bottom five clubs in flight 1 this year. They will be promoted at the end of the season. I think they spent just one year in flight 2 after getting relegated the year before. They and some other clubs like Norwich City (who will get relegated out of flight 1 this year) are up and down regularly. It's built in.
I hear what you are saying about doing it every 3-5 years, but I think doing it every year makes it more exciting. If a team has a fluke bad year in college football and gets relegated, they can prove it was a fluke and easily bounce back the next year. It will also help tier 2 by having some big name programs visit for a year.
