I would submit that anyone who doesn't win their conference isn't the best.

The Conference Champion is the Best. Now given that there are multiple conferences take the Winners at the Conference Level and have them compete with other winners at the conference level to determine the best Inter-Conference Champion.

The only thing for any organizer to do is seed these, but leave Wildcards out. We have enough conferences. We have 10.
