No, our emissions don't require a tuneup prior, but I hold my breath every time I have to take my 1998 Suburban in for emissions. So far so good! The minute that thing doesn't pass I'm looking into Antique or Farm Vehicle plates.
Nowadays you can drive by an emissions monitor to have it automatically tested and they will send your receipt in the mail. I think they publish where the monitors are currently positioned. I'm not sure at all how that works since if you take it to an inspection station to be tested they actually affix something to the tailpipe and it has to run for a certain number of minutes.
