I've had more than one BS inspection and they also catch you on the up sell
Your wipers are bad, your air filter is clogged, your xyz needs changing.
Yeah some shops are honest but some are flat out criminal and others are pseudo honest at best in my experience.
Just my cynical guess but I think it is likely more about cover for the Governor than about safety. He can say he eliminated a "tax" all the while he is pumping up the fuel tax by 12 cents a gallon which will more than offsets the loss in revenue from the registration and inspection fees he is eliminating. State comes out ahead and he looks "neutral" on the surface of it.
