From doing business. Service stations do inspections as a way to get people in the door but they do in many states keep all or most of the inspection fee. It isn’t as high of a per hour charge as repairs, but it often leads to repairs or other business. Similarly, oil changes also aren’t charged at the hourly labor cost as the materials are marked up. If inspections didn’t make money and lead to more extensive repairs no one would perform them.
