your premise. The California legislation is essentially a backdoor play by prospective investors(private equity firms) to ensure that talent will want to get "paid" for playing in California versus playing in other states where they cannot get paid as of yet. It then follows that other states will join the parade and in the end the NCAA model crumbles and gives way to a new minor/pro league organization This, in turn, will ultimately lead to an increase in the value of the media rights of the PAC 12. Something tells me that the Department of Education, the other 49 state governments and institutions with massive amounts of capital invested in infrastructure for athletic facilities will all weigh in and respond before it even gets to the point of kids actually playing for pay. I doubt very seriously the PAC 12 and its prospective investors can legislate their way to creating value for a proposed deal and the outcome has much more likelihood of moving the California institutions more toward athletic death than they already are. Seems to me that state has far more pressing issues that affect all its residents than wasting time wading in to the college pay for play debate.
