Then how do ADs at DII, DIII, and NAIA schools make it work?

All 3 don't have multi-million dollar TV contracts with individual conferences. In some cases, they may not have any TV contracts or very limited TV contracts. However, the schools manage to come up with enough money to sponsor multiple sports. At least the ADs can't depend on the revenue generated from football and men's basketball alone to support the other sports.

Elizabeth City State - HBCU DII school that sponsors 11 sports (men = 5 and women = 6) including football and basketball
Bridgewater - DIII school that sponsors 22 sports (men = 10 and women = 12) including football and basketball
Eastern Mennonite University - DIII school that sponsors 16 sports (men = 7 and women = 9) including basketball
Bluefield College - NAIA school that sponsors 17 sports (men = 9 and women = 8) including football and basketball

If those ADs can find a way to make it work, then I don't see why the DI schools should be any different. Just because the DI schools have been doing things a certain way doesn't mean it is still the "right" way to do things going forward or that the system isn't flawed/broken.
