Legally ESPN may not be able to snap its fingers and it make it happen

overnight. It is possible that ESPN needs time to get its ducks in a row before it can move onto the next phase of its plan. Plus, it is possible that ESPN's "plan" coincides with a shift from cable/satellite based model to a streaming based model.
