I could be wrong, but I think the "fuss" that he is referring to is

why Notre Dame is receiving "special treatment" from the ACC (and I guess you can include the Big East) and the Playoff Inc. when Notre Dame football hasn't been a consistent Top 10 program in recent years like what happened during the 1980s.

I do think it is possible that Notre Dame football can become that good again, but the odds may be getting less and less with each change in the landscape of college football. Also, I do understand why some college football fans may think that Notre Dame is currently living off its former glory. Growing up I always thought Notre Dame as being the "New York Yankees of the college football world." You either loved them or hated them. I thought having a polarizing program was a "good thing" for college football because it gave neutral fans a reason to tune in and watch the game. During the 80s and early 90s there were only handful of programs (i.e. Miami) out there that were as polarizing as Notre Dame.
