I agree that the Big 12 will continue to exist after the next round of expansion. The schools who don't withdraw from the conference will want to stick around and collect the exit fees. They will backfill with whatever they can get. There are also post-season bowl contracts that involve the Big 12.

I tend to think that if Oklahoma goes to the B1G, then Texas will want to go with them. That last phrase may sound ridiculous to those who believe that the "Texas Ego" will not follow anyone else's lead, that their pridefulness won't allow it. Truth is, "Texas Ego" does not get a vote. This decision will not be made made by the Texas general public, nor the Texas Longhorn fans, nor the student body. The decision will be made by a small group of University officials, in private, with a long-view of the future wellbeing of, first, the University, and second, the athletic department.
