Notre Dame isn't interested in leaving the Northeast and Mid-Atlantic.
They want to visit each of the major television markets around the country on a regular basis.

Dallas - Texas
San Francisco - Stanford
Los Angeles - USC
Seattle - Washington
Salt Lake City - BYU
Phoenix - Arizona State
Chicago - Northwestern
Detroit - Michigan
Jack Swarbrick schedules to make sure Notre Dame football physically visits each of these cities on a regular basis. The ACC gives them 8 of the 19. The SEC gives them 2 of the 19 if you're generous and put UGA in Atlanta and UF in Orlando. The Big Ten gives them 4 of the 19. The PAC 12 gives them 4 of the 19. The Big XII gives them 1 of the 19 (TCU) or count Texas.
ND gets 11 of the 19 with ACC games and USC, Stanford, and Navy. They move Navy around to pick up some more. Then they rotate their schedule to get the rest and keep 7 home games. No other P5 helps them maximize this other than the ACC, and that's why they agreed to come to the ACC.
