There is 1 scenario I see 14 teams being less of an association
than 16 teams; a 10 game conference schedule using this format:
6 division games
1 protected cross-division games
3 rotating cross-division games (play remaining 6 teams in the other division home and away within 4 year period)
With 16 members you run a greater risk of feeling like an association regardless whether you have permanent or rotating divisions. If permanent division, then each division starts to feel like its own conference because you don't play the teams in the other division enough. If you go with rotating pods, then the other 3 teams in the pod start to feel like its own division or conference because there are too few constants. The rotating pods could have the same effect as a conference deciding to form 4 divisions of 4 teams.
