Are there really any "relevant FBS programs" in NY and MA?

At one time the nation may have seen Syracuse as a relevant program when Jim Brown and Ernie Davis played football and then when Donovan McNabb played. However, those may have been fleeting moments or blinks of the eye since the school was not able to maintain the spotlight once those players left school compared to the men's basketball team.

WRT BC, the only time the nation showed any interest in BC may be during the 1940 season (BC's only claimed national championship), on November 23, 1984 (aka "Hail Flutie") and the "Matty Ice" years.

I am not suggesting Syracuse or BC are bad program. In terms of their overall history, I would say both are pretty solid programs. However, it doesn't mean they will be able to maintain the level of national interest as Miami, Notre Dame, or USC. If the ACC ever wants to have a truly monopoly on the East Coast (assuming Penn State was a member of the ACC), then majority of the fans in NY and MA must be fans of Syracuse and BC instead of a school in another state.
