I thought Maryland left before the GoR took effect?

At least I vaguely remember there were 2 schools who refused to sign it (not sure if Maryland was 1 of those 2 or not). Also, I thought the GoR came about as a result of Maryland announcing that it was leaving the ACC?

In addition to the $50 million fee, I thought schools couldn't earn an annual paycheck from the new conference's TV contract. Or is the fee essentially allowing the school to buy back its rights?
