WRT to the SWC, is Texas truly to blame for the end of that conference?

During the 1980s majority of the athletic programs were hit with either recruiting scandals or NCAA probation. I believe Arkansas, Baylor, and Rice were the only athletic programs to avoid either during that time period. Also, during that time conferences were starting to sign lucrative TV contracts. Since the SWC was essentially a "state of Texas" conference, then could a single state conference expect to sign as lucrative TV contracts as its peers? Now I am not saying that Texas didn't have a hand to help kill the conference by pushing Arkansas to leave for the SEC. I am just not sure all the blame can be placed on them given the climate at the time.
