I would agree with you that I don't think the current leaders have a plan
because up until now I don't think any of them, past or present, ever truly thought someone would test that mantra. When it comes to military alliances, my philosophy is very simple. If the group thinks a country is worthy to join this alliance, then the group thinks it is also worth helping to defend with troops if it should ever come under attack. If Russia invades the Baltic States and some NATO members remain on the sideline because they believe the Baltic States aren't worth dying over, then China and Russia will have a field day with it in the PR battle. It could even empower China to think that now is the time to invade Taiwan because the US won't do anything about it (assuming the US didn't do anything to protect the Baltic States).
Even though Putin is appearing as if he missing 51 cards from his deck right now, he could end up being "right" about 1 thing (which is scary). When the Soviet Union fell, NATO rushed to expand without necessarily thinking things through before approving the new members. Now it looks like that behavior could come back to bite them in the end to a degree.
