It currently is because it doesn't go anywhere. It is ridiculous to think it could possibly be self sufficient given the current length of track. It has to go to the oceanfront & bases & ultimately the airport & Battlefield Blvd.
Norfolk & Virginia Beach never work together. It's like their sole mission is to hold each other down. Most often it's Virginia Beach screwing over Norfolk, just like Virginia Beach wouldn't work w/the entrance location to the New Norfolk Premium Outlet Mall.
