My take (I have a mild anti-VB slant from living next door for 40 years)


If you're going to live that far from the beach, you can just as well live in Norfolk, Chesapeake, or even, gasp, Portsmouth. I'd recommend he widen the areas he's considering. That kind of price range buys you a ton more in Chesapeake than it does in VB.
