My dad lives in that area - here's my take

It's a good neighborhood - nothing really run down that I can think of. Close to grocery stores, recreation (Mt. Trashmore and Stumpy Lake), and the interstate and airport (if those are important). Indian River Rd. and Kempsville Rd. do get pretty heavy at rush hour. But if he's interested in going to the beach Sandbridge is my top choice and it's always an easy drive there down Indian River. Now that Lynnhaven Rd. has been extended into Chesapeake there may be some options down that way as well - I drove it once recently and the area looked pretty decent.
