I'm not privy to the reason it started where it did but I'm sure downtown's


growth had a lot to do w/ why they started where they did. Plus, I'm sure Norfolk hoped to encourage VA Bch to join them. Now that VB said no, norfolk is left w/a train to no where. I don't even think going to the base is worth it w/o the Virginia Beach extension.
