Since it appears the state determines what fee each station
must pay (Point 3) and the fee may not be standardize, then I am not sure an assumption can be made either way. It is possible the fee may be based on how many safety inspections and emission tests (if applicable) a station performs in a year. If the fee was standardized, then I would assume it would have been indicated in the manual since I believe a new manual is issued every year.
FWIW the past couple of years I have gotten my car inspected and emission test done at the the same auto shop in Herndon. While I was writing my check for the inspection I was talking with the clerk about the process since I have the both tests done in different months and I was trying to see if I could get them both done at the same time. For whatever reason the clerk freely disclosed that the entire check would be going to the state. Even though I initially thought the clerk was trying to drum up sympathy business, I guess it is possible what the clerk said was true or at least there was some truth to it since the fee isn't defined in the manual. It is possible the fee could be high enough where the majority of the inspection and emission fees (per person) goes to the state.
