WRT your claim that it isn't a tax, I did find a paper written
by a VT student in 2000 talking about ways the state could save time and money. There is a section that talks about the safety inspection and emission test. If Mr. Mullen's figures are accurate, then that has generated a nice chunk of change for the state over the years. Also, I read somewhere (I think on DMV's website) that by law certified auto mechanics aren't allowed to keep the fees received from safety inspections and emissions tests. They are basically doing the services for free. I am assuming it is in exchange for something, but I am not sure if that "something" is directly or indirectly from the state.
