If VA got rid of inspections and even emissions (in NOVA)
then it would just find other methods to tax the people to make up for the lost revenue.
Also, those 2 requirements help subsidize the auto mechanic industry by giving them an opportunity drum up new business, so the state would have to come up with alternatives to continue that policy. One possible replacement to inspection and emissions is the state could start to regulate routine maintenance. Instead of people deciding when to schedule routine maintenance for their vehicles or even do the work themselves, the state could require people to take their vehicles to a certified mechanic.
