I say you bring in 4 (UT, Texas school TBD, OU, OSU) to get to 18. Let ND play out the agreement with the understanding the ACC will not renew. That leaves the door open for ND and another school to get to 20 or it can just stay at 18.
You get the division requirement dropped and you have an 18 team conference playing 8 or 9 conference games. Top 2 finishers (some ranking is a tiebreak) play in title game. You have three permanent rivals. No more fake rivals, you play the schools important to you every year, creates more games within your geographical area, and allows you to play every school around 40% of the time.

I don't see why OU would choose this over B1G, though. You'd also new homes for three other B12 schools to terminate GOR.
