Pods rotate to create divisions


If A/B/C and D/E/F play each other you have two divisions annually. Winners of the two round robin divisions play in the CG.

Trying to determine who makes the CG without that structure would be chaos IMO.

I prefer 16 teams with 4 rotating pods, but think if Texas is involved 18 is more likely.
