In the grand scheme of things does that really matter or shape

how people define a "conference?" I would think the origins of the conference play a bigger role. Specifically the idea that majority of the members in a conference are full members instead of partial members.

You are right that most Americans do think of collegiate sports as supposed to be amateur. However, the rest of the world may view collegiate competition differently than in the US. They may see it as being more club level even if they offer some form of scholarship (not necessarily an athletic one). What can mucky up the waters (at least for discussion about the NCAA) is there history within the rest of the world of colleges/universities being primary sponsors for pro teams. Some examples off the top of my head include the following:

University of Northampton - primary sponsor of Northampton Football Club (Football League Two)
University of Otago - primary sponsors of the Highlanders rugby club (Super Rugby)

Other examples include the following:
Club Deportivo Universidad Católica - Chilean football club that originally was one of the sports branches at the Universidad Católica de Chile
Club Universidad de Chile - Chilean football club that was founded by students and a sports branch at the university until 1980.
Club Deportivo Universidad de Concepción - another Chilean football club that has its origins as a sports branch under a university until 1994.

It is possible that something similar could happen here in the US.
