24 will not work under any circumstance


If you try to limit the number to 24, you have two options:

1. try to be geographically inclusive and catch all of the big states (possibly, but not likely, avoiding Congressional action).
This fails because you will necessarily leave out 2nd fiddle programs like Auburn, Michigan State, etc.

2. include only the big football powers.
this fails because you necessarily omit flagship U's like Colorado, Utah, Washington, Arizona, UNC, UVa, VT, Illinois, Indiana etc. from populous states with influential senators.

24 is unworkable. All of the omitted schools I mentioned above would find the money for cost of attendance. The only way 24 becomes a viable number is when college football is in serious decline.
