Texas will decide whether to take the money or create it

Your point that the SEC and Big Ten (because of their networks) have the upper hand with respect to poaching the cream of the Big 12 is valid.

But Texas is a big enough brand to move needles. Only Notre Dame is clearly a bigger brand. You can argue either way about Ohio State. But my view is that Texas is big enough (particularly when paired with one or three other schools) to help push the Pac 12's failing television deal over the top or make the ACC's plans viable.

Texas is never going to lack for money. So for Texas, a decision to leave the Big 12 may come down to whether it wants to get easy money while taking the back seat, politically, to Ohio State, Michigan etc., or Alabama, Florida, Georgia, etc. Or alternatively, whether it wants to go the ACC or Pac 12 where its brand strength is such that it not only can help generate comparable dollars, but also give Texas a seat at or near the head of the table along with UNC, etc.
