You're making my exact point. Things do change


The WV population is small, low income and low education at present. And it's getting smaller and older as I write. If there was no long-term benefit 5 years ago for the ACC to consider WVU, there is even less long-term rationale now or going forward to invite WVU to be a long-term partner.

Louisville is the exact opposite.
