Since conference affiliation is ultimately decided by university presidents


I would say that it does play a factor. It's obviously not the only determining factor, but I would say it does play a role.

As far as UofL goes, my guess (since I don't claim to know what happens behind closed doors) is that FSU and Clem said that the UMd replacement had to have a good football program or they would look to leave.
