I would do it contractually yes.

Especially with regard to BYU. I would think they would ultimately want to be in the PAC12. But while they wait the ACC could benefit from their participation in an effort to get to 16 for football scheduling. They would not water down ACC football at all, and the ACC could grow its visibility in the Mountain West.

Navy could be done similarly, but I don't have an issue bringing them in as a full member. They are in the traditional ACC geographic footprint. The only downside to Navy is basketball. But the ACC has enough good basketball to be affected by Navy.
