IMO, the GOR was sold as being necessary in order to obtain the


stability within the conference necessary for a network. I do not believe FSU and perhaps other schools would have agreed to the GOR had it not been tied to the ACCN.
If the ACCN does not happen within the next couple of years, I believe the GOR becomes considerably harder to enforce.
