Well, it "originally" wasn't allowed, think further back

heck chewing gum in school was once considered a major faux pas that you "got away with"

but the openness of the late 60's early 70's factored in and some schools started allowing smoking - particularly in tobacco states

later with changing attitudes/information it switched back to being not allowed.
