Nature abhors a vacuum. Eventually everything will be evened out to some
degree. There will be an annual NIL budget, otherwise recruiting will be an even bigger crap shoot than it already is. Teams will be separated by how big their budgets are. The same teams that have 'top' budgets now will have 'top' NIL budgets (with a few changes). Half the budget will go to retain the starters on the team and the other half will go towards recruiting. Teams in VT's category will be hard pressed to recruit too many players that can simply be bought off their commit lists one week before signing day. They'll also be hard pressed to accept too many 'developmental' players, knowing that after a year or two of development they can simply be bought by teams with bigger budgets in year 3. Recruits and players will be hard pressed to view recruiting as anything more than who is offering the most pay. If VT is going to survive in this environment, they're going to have be ROI group, but I'd say most of that money is going to have to be spent picking off talented players at top schools that can't get on the field or can't get big NIL bucks. To be honest, I don't think we can really compete, but who knows.
