They don't but they cap salary
If this is an amateur sports league, then endorsements should be able to be capped too. It has been for decades until all the sudden that became unfair.
As I stated above, this isn't about endorsements. Its about buying players. A league or organization should be able to make its own rules. If participants don't like it, then they don't have to participate! Just like employees at any organization.
There is nothing in the world stopping someone from forming a new football league with unlimited earning potential and nothing keeping players from training on their own for the pros or getting into the endorsement business or anything else. No one is forced to play college football and agree to the governing body's rules
