Yes, adding teams would complicate matters
If the ACC did expand to 15 and opt to go with 3 pods of 5, then the ACC could opt to go with 6 conference games (4 pod + 1 from the other 2 pods that rotate). The ACC might be able to stick with 8 conference games (4 pod + 2 from the other 2 pods that rotate). I would have to double check the math on that scenario though. It might not work when you get to figuring out the rest of the schedule for the 5th team in a pod.
Regardless, quads/pods is probably the least effective way to maximize the protection of the most rivalries.
