Given there are 10 FBS conferences, an 8 team playoff with only conference

champions may be a "no go" because of antitrust laws. Even if the playoffs were a 10 team with only conference champions may still be a "no go" because of antitrust laws. A problem with a conference champion only playoff is it assumes that all conferences are created equal which is rarely the case.
