Top independents should bump bad conference champs

We don't need to force teams in to conferences. Independents can bump conference champs by being ranked higher than they are (or maybe limit it to a few spots higher).

That way you don't end up with a bunch of really bad conference champs in the playoffs. Last year Liberty and BYU might have been better choices than the lower conference champs in an 8 or 12 team playoff (and ND but they were in the ACC last year).
