You don’t need the whole 71% to pass, you just need a fair number to no

longer care enough. The results will begin to change when that happens. But enough funerals will expedite it to a large degree.

We face the same type of issues in Virginia wrt independent cities and local government. But in Virginia’s case, funerals will be the deciding factor since the younger groups don’t have enough wealth and political clout to make changes.
