Selling the Big XII T3 rights to ESPN doesn't support adding to the BTN.

7 of the 10 members of the Big XII have their Tier 3 rights with the Fox Regional Sports Networks just sold. If Fox planned to add them to the BTN, selling them away doesn't make any sense. They will now have to go and buy them back if that is the plan.

Fox could buy the PAC 12 network. But selling the YES network, which is basically Fox's only strong foothold in the East doesn't support a strategy for getting the PAC 12 into the East. Fox still has the rights deal with the Big East for basketball, but the ratings are terrible. I'm not sure they will keep that when it expires, or they will bid much lower.
