The options for the PAC are low population states.

Texas is a high population state, and having presence there would help the PAC 12.

Other than Texas with 28 million people, you have:
Oklahoma 4 million people
Nevada 3 million people
Kansas 3 million people
Iowa 3 million people
New Mexico 2 million people
Idaho 1.5 million people
Hawaii 1.5 million people

Then there are 6.5 million Mormons in the US. BYU could help them with distribution, but perhaps not be politically compatible.

These low population numbers affect the Big XII too. That's why networks haven't been interested in a Big XII Network. Perhaps a merger of Big XII and PAC 12 would create more of that. But I'm not sure that the states of the Big XII are that politically compatible with the states of the PAC 12 either.

The PAC 12 may have to settle for Mountain West options. Nevada, UNLV, Boise State, New Mexico, Hawaii. They would be compatible, but they wouldn't bring large audiences.
